The president signed the law

On December 15, 2021, President Andrzej Duda signed the Act of October 29, 2021 amending the Act on renewable energy sources and certain other acts. What does this mean for prosumers?

When do the changes apply?

The act introduces very big changes for potential owners of photovoltaic installations. Those of you who are still thinking about installing a photovoltaic installation have time until March 31, 2022. An application for connection of a micro-installation after this date will result in being subject to new regulations on settlements with the Energy Company.

What changes for prosumers?

First of all, all current prosumers will be able to voluntarily switch to the new settlement conditions. Secondly, all those who fail to submit an application and join the network before March 31 will be billed in the old system until the end of June (transitional period), then they will switch to the new conditions.

Thirdly, and most importantly, the billing system is changing from net-metering to net-billing. Any surplus of energy will not be settled on the basis of 20/80 barter (or 30/70 above 10 kWp) as before. In the new system, each kilowatt-hour sent to the grid will be sold at the monthly market price of electricity.

 

How is the price calculated?

We still do not know where the current energy prices will be collected from.

 

What is our attitude to the whole situation?

We can all agree that the new system will be less beneficial for the average prosumer and photovoltaic installer. On the other hand, it will be fairer to energy operators and will allow for more stable development of RES in our country in the long term. By purchasing energy from prosumers, energy distribution centers will be able to better manage expenses and budgets for the construction of central energy storage facilities.

If we want RES to account for 80% of energy sources at the country level in the future, we must start accounting for it in the same way as any other source. From our point of view, our country has taken a decisive step towards including ordinary citizens in the global energy trading system and there will be measurable benefits from this in the future.
